Ceridian Launches Health Insurance Exchange Services
ST. PETERSBURG, Fla. (September 21, 2010) – Ceridian Corporation, a leading provider of outsourced payroll, health care benefits administration, funds management and wellness program administration, announced today it has established key leadership and operational resources to help states create, implement and operate successful health insurance exchanges.
“The key will be for states to streamline administrative processes, cost-effectively manage complex payment transactions and encourage enrollment through compelling health care education programs,” said Bart Valdez, President of Ceridian Exchange Services. “Ceridian is prepared to help states succeed in doing that.”

The state-based health insurance exchanges, key components of health care reform legislation, will be virtual marketplaces that allow the country’s small businesses and estimated 32 million eligible consumers to shop, compare and enroll in affordable health insurance plans. Some participants will be eligible for federal subsidies.
Under the Patient Protection and Affordable Care Act (PPACA), each state is required to establish exchanges for individual and small business by January 1, 2014, or have the federal government run one on its behalf. States must have their plans in place, however, no later than January 2013.
To help states meet that deadline, Ceridian has launched Ceridian Exchange Services, which will provide a new outsourcing solution that leverages the company’s long-standing expertise in premium and funds management, as well as subsidy administration, eligibility and enrollment, and integrated health education and wellness programs.
With more than 130,000 clients and 25 million employees, Ceridian currently manages $160 billion a year in financial transactions.
“States face unprecedented pressure to make sure their exchanges can encourage marketplace competition and deliver affordable health care coverage,” Valdez said. “We can help states reduce administrative costs, increase consumer choice and participation, manage federal subsidies, and inspire consumers to take personal responsibility for their health and health care.”
Ceridian is one of the nation’s largest HR/payroll providers. The company is also one of the most experienced providers of COBRA premium administrative services, offering expertise in processing premium billing at subsidized rates. In addition, Ceridian provides eligibility and enrollment services to large and small employers, as well as decision-support tools that help employees make better health plan choices. Ceridian’s health and wellness programs are ranked high within the industry for achieving both high employee participation and significant bottom line results.
“We have a successful history of serving the large and small employers, employees, insurance carriers, and government entities,” Valdez said. “We offer a consumer’s understanding of health care
“That’s a synergy we know can help states take a lead role in determining what the future of health care should look like,” he said.
